What is going on with Russia?

First, Russia signs a deal to provide non-weaponized nuclear fuel rods to Iran for power generation.

Then, a report comes out of Iraq that Russia supplied "detailed but sometimes inaccurate information about American troop movements" to the Saddam Hussein regime.

Now, The Australian is reporting that Russian President Vladimir Putin plagiarized his university thesis paper, cribbing "large chunks" from American research papers.

It sounds like the same information engine that made people hate sauerkraut and bratwurst in the early 1940s is revving again. I might be drawing too many conclusions, but what the hell is going on here?
